  1. Call to Order by President – Victor Kilman at 12:30 p.m.
  2. Minutes from January 23, 2006 Board Meeting ratified. Originally approved via email on February 2, 2006.
  3. TPMA/TML 2006-2007 Services Agreement ratified. Originally approved via email on April 3, 2006.
  4. The website redesign proposal for $1,050 was approved unanimously. Eddie Price will coordinate with Kim Pendergraft.
  5. Milton Bennett confirmed that representative(s) from the TxMAS program will be the key presentation for Affiliates Day on October 27. We will also have an update from the Legislative Forum on our Legislative Initiatives during the program for Affiliates Day.
  6. Financial Report unanimously approved. The Board requested (and subsequently received) itemized expenses including expenses from today. We need to prepare the 2006-2007 budget that should be adopted by July 1.
  7. Old Business: The deadline for submitting legislative resolutions to TML is June 1.
  8. New Business:
    1. Cheryl provided an overview of the planned joint board meeting with the Texas County Purchasing Association (TCPA).
  9. Meeting adjourned at 1:40 p.m.and reconvened at the TAC offices at 2:00 p.m.for a joint board meeting with the TCPA for discussion and consideration of merging the two organizations into one statewide public purchasing organization. The TCPA was going to present the concept at their business the meeting next day in order to see if their group was interested in considering the concept further.

1. Call to Order by President – Victor Kilman at 1:20 p.m.

2. Minutes of Annual Business Meeting on October 28, 2005 unanimously approved

3. Financial Report unanimously approved

4. Membership Report: 118 members

5. President’s Remarks: Victor thought the Forum was a huge success and requested that we identify ways to keep the momentum going.

6. Old Business: none

7. Other Business:

  1. Emeritus members may be approved by a majority vote of the Board of Directors. It was unanimously approved that Amy Feille become the first Emeritus Member.
  2. Tom Shaw suggested that we post nominations for other Emeritus Members on our website.
  3. Tom Shaw suggested sending a letter to all attendees of the Forum and other members of TCPA, TPMA, and TASBO regarding the success of the Forum. Jody Hayes will draft the letter.
  4. Kim P. reported that she thought our website was underutilized. Suggestions for updating the website included: posting the membership list online; posting the results of our Legislative Forum including the initiatives we identified with the subcommittee members and Legislative Liaison working on them. Eddie Price will coordinate the website information with Kim.
  5. Kim also indicated that TML was going through a website re-design. She reported that there were other affiliates getting in the “queue” to have their sites re-designed to compliment TML’s new look. The Board asked Kim to get a proposal for TPMA website redesign with optional costs for a list serv and optional membership application with online payment.
  6. The Board asked Kim to review/update (if necessary) recruitment/marketing literature for next membership drive in September.
  7. Milton Bennett will work with someone to develop program for Affiliates Day in October
  8. Next meeting tentatively scheduled for early May to include a follow-up of the Legislative Forum and possibly include a meeting of the Legislative Liaisons and the sub-committees working on the Legislative initiatives.
